Very good piece.

However, sharing few quick thoughts for kind consideration by the authors.

E-commerce and financial markets (money transfer) are different in terms of structure, vested interests, legacy, nature of customers, way of transacting, and regulations — to name a few.
Even the design architecture of UPI & ONDC have differences. ONDC is several times more complex than UPI and has to meet multiple conditions (for instance, it has to meet the benchmark existing platforms have created – whereas UPI is far simpler to use than NEFT) before it becomes a run away hit like UPI. While ONDC is definitely a good experiment and it’s abilities should not be undermined, perhaps preempting it’s ability to solve competition concerns at this stage is bit early.

Hi Varunavi, thanks for the excellent article. It is one of the best analysis of harms issues vis a vis NPD that I have read, at least as coming out of India. Meanwhile, globally any authoritative report/ policy etc that comes closest to even addressing NPD related harm is the India’s NPD report , which I am sure you are aware of. One may not agree with all that is there, but it may be incontestable that it is the only framework that at least recognises such harm, and attempts to address it. This it does by putting on data collectors a legal ‘duty of care’ , which can be invoked by any member of a group to which the concerned NPD may pertain.

Although I don’t have the statistics at hand, I doubt the veracity of the statement, “In India, the government is the biggest data repository.” The government may have the most statistical, survey or archival data, but it’s probably nothing compared to what a Google or an Amazon would have on its users.
It’ll be worth finding out where all the data is today, which knowledge will be of paramount importance to not only formulate national digital/ data policy but also improve government service delivery in general.
